Sumberdaya manusia merupakan sekumpulan orang dalam suatu organisasi. Peningkatan kualitas sumber daya pegawai harus terencana, terarah dan berkesinambungan untuk meningkatkan kemampuan dan profesionalisme. Tujuan penelitian adalah untuk mengentahui adanya pengaruh pengembangan sumder daya manusia yang terdiri dari pendidikan, pelatihan dan penempatan terhadap peningkatan kinerja pegawai pada Otoritas Bandar Udara V Makassar. Dalam penelitian ini pegawai pada Otoritas Bandar Udara V Makassar dengan sampel 96 orang. Metode pengumpulan
data dalam penelitian ini berupa kuesioner dan wawancara. Data proses menggunakan SPSS 21 for
windows. Metode analisis menggunakan deskriptif kuantitaif untuk mengukkur pengaruh
pengembangan sumberdaya manusia yang terdiri dari pendidikan, pelatihan dan penembangan
kinerja pegawai pada Otoritas Bandar Udara V Makassar. Hasil penelitian menunjukkan bahwa
terdapat korelasi antara pendidikan, pelatihan dan penempatan terhadap kinerja pegawai sebesar
66,4%. Dan faktor yang dominan terhadap kinerja pegawai pada Otoritas Bandar Udara V Makassar
adalah pelatihan

The research aims at analyzing the influence of the service quality toward the statisfaction of the patiens who get social health insurance provided by provincial or district governments (Jaminan Kesehatan daerah/Jamkesda). This research used model of Sevqual (service quality), reliability, respnsiveness, assurance, empathy, and tangible. Location of research was Regional Public Hospital (Rumah Sakit Umum Daerah /RSUD Daya) Makassa. This research used quantitative research and survey approach. The population of the study was 25.339 patients who get Jamkesda. Sampling technique used was the multi-stage simple random sampling. In order to obtain the sample of the research, researchers used the formula slovin 0.75 percent. Thus, the researchers got 178 respondents. The instruments were questionnaire sheet using scale model Likert, and researchers used observation sheet to support data questionnaire. The result showed that the dimensions of service quality, Reliability, Responsiveness, Assurance, Emphaty, Tangibles, have significant relationship and influence of the service quality of patients who get Jamkesda. The higher the contribution of service quality dimensions of reliability, responsiveness, assurance, emphaty and tangible, the higher these dimensions affect the level of statisfaction for the patients.

The purpose of this study was to know the accountability and transparency practices in accrual- based government accounting. Accountability and transparency are the main reason to adopt accrual-based accounting in government. Any changes in government policy, like accounting changes, should lead to welfare improvements. This study used genetic structuralism which practices were observed from three interconnected elements; field, habitus and capital to determine practices in the field. This study finds habitus of local and transparency have been done when accrual-based accounting has been implemented. Therefore, accountability and transparency are aimed more at political and managerial interest while the deepening of the public interest still ignored.
