dc.description.abstract Rosmiati. 2020. Human Resources Competency Development and Its Effect toward Community Service Quality at the Head Office of Barru District in Barru Regency, supervised by Sabar Echdar and Maryadi. This study aims to determine the competence of human resources consisting of knowledge, skills, and attitudes partially and simultaneously toward the quality of community service at the District Head Office in Barru. The study design is a quantitative study with 35 respondents using the saturated sampling method. This study was implemented by explaining, and describing the causal relationship and testing hypotheses, evaluating, predicting certain events in the future. The results show that there is a partial effect of human resource competence (knowledge, skills, and attitudes) toward the quality of public services with a value of tcount 2.943> t-table 2.040, tcount 2.607> t table 2.040, and tcount 2.534> t table 2.040. The results of the F test or testing simultaneously show that Fcount of 26.929 is greater than Ftable = 2.911. The results of the analysis show that the independent variable (X) HR competence (knowledge, skills, and attitudes) simultaneously has a significant effect toward the quality of public service 72.3% while the remaining 27.7% is affected by other variables not included in this study. The study also found that knowledge (X1) is the most dominant effect that affects the quality of community service at the Head Office of Barru in Barru Regency. en_US
