dc.description.abstract Anggi Novyanti Z. 2020. The Effect of Organizational Commitment, Planning, and Human Resources Competence on Budget Formulation at the Bulukumba Regency DPRD Secretariat Office, supervised by Syamsul Alam and Mukhtar Hamzah. This study aims to analyze the effect of organizational commitment, planning, and human resource competence on budget formulation at the Bulukumba Regency DPRD Secretariat office. This type of research used in this research is quantitative research. This research was conducted from July to August 2020. The population in this study were civil servants of the DPRD District Legislative Assembly of Bulukumba and totaled 47 people. Determination of the sample through the saturated sample method and obtained a sample of 47 respondents. By using multiple linear regression hypothesis testing with t test (partial) and f test (simultaneous) using the SPSS 22 application. The results of the analysis show that organizational commitment, planning, and human resource competence partially and simultaneously have a positive and significant effect on budget formulation at the DPRD Secretariat office of Bulukumba Regency. The variable planning is the variable that has the most dominant influence on budget preparation. en_US
